Customs definition of “chopped fiber” and “roving”

2024-04-24

In the "Tariff Code", fiberglass slivers, rovings, yarns and chopped fibers are in the same first-level subheading, and three tax numbers are split under it: 7019.1100 is chopped fibers with a length not exceeding 50 mm; 7019.1200 is Roving; slivers, yarns and chopped fibers with a length greater than 50 mm are classified into 7019.1900.

According to the "Commodity and Item Notes on Import and Export Tariffs", "chopped fiber" is a product made by cutting many juxtaposed long fiberglass strands into short pieces.

Therefore, please pay attention to the distinction. Not all "chopped fibers" are in tax code 7019.1100. Depending on the length, they may be classified into tax code 7019.1900. Not all "long fibers" are rovings either. Only long untwisted fiber raw silk is classified into tax code 7019.1200, and slivers, yarns, etc. that have been reprocessed from raw silk are classified into tax code 7019.1900.
